Assessing the Gender-Responsiveness of National Biodiversity Strategies and Action Plans (NBSAPs)

This policy brief analyses thirteen NBSAPs submitted by April 2025, examining how gender equality and human-rights principles are being incorporated into national biodiversity strategies. It applies a combined methodology, including the gender-integration continuum framework and critical discourse analysis, to assess progress across key dimensions such as participation, tenure security, access to information and protection of environmental defenders.

The findings show growing recognition of the links between biodiversity and gender justice, but limited operationalisation. Most NBSAPs remain aspirational, lacking concrete actions, indicators, budgets and accountability mechanisms. The brief identifies priorities for strengthening implementation, including financing, capacity-building and institutionalisation of gender-responsive approaches across planning, implementation and monitoring processes.

Use this brief to strengthen gender-responsive biodiversity planning, support advocacy, and advance the implementation of Target 23 and the Gender Plan of Action.
